Interdisciplinary Graduate Program in

Global Change

                The Interdisciplinary Program in Global Change offers a Ph.D. minor for students whose major is in some field or science, engineering or social science, but are interested in acquiring a broader environmental and Earth system perspective. The program's Executive Committee (a subset of the entire Committee on Global Change), which is appointed by and is responsible to the Director of the Graduate Interdisciplinary Programs, serves as the executive, administrative and policy making board for the Global Change Program The organization and structure of the Committee on Global Change shall conform to the guidelines for Interdisciplinary Programs established by the Director of the Graduate Interdisciplinary Programs.

                It is the responsibility of the Global Change Program to provide an interdisciplinary Ph.D. minor. This includes responsibility for recruiting students for the Ph.D. minor, setting appropriate course requirements, maintaining a faculty membership whom can serve on Ph.D. committees and keeping the necessary records. The Committee on Global Change will also work with the Institute for the Study of Planet Earth ISPE to promote a vigorous program of global change research and educational activities on campus. ISPE will provide administrative support for the Committee on Global Change.

 

 

                Creative planning and leadership are essential to the success of the program.  This is the function of the executive committee, with the input of all members of the program. In the following sections, the Bylaws that govern the policies and operating procedures are stated.

Article L Executive Committee and Chairperson of the Committee of Global Change

 

 

                Articles of the Interdisciplinary Graduate Program in Global Change are administered by the Executive Committee. The Chairperson of the Executive Committee will be chair of the entire Committee on Global Change. The Executive Committee reports to the Graduate College.

 

 

1. Chairperson of the Committee on Global Change

 

(a) The Chairperson of the Committee on Global Change will be appointed by the Director of the Graduate Interdisciplinary Programs from nominees submitted by the Executive Committee. The Chairperson will serve a renewable five-year term.

 

(b) The duties of the Chairperson of the Committee on Global Change are: i) call and preside at meetings of the Executive Committee as needed, but not less than once per semester, ii) call and preside at meetings of the entire Committee on Global Change as needed; iii) manage administrative matters of the Program, including changes to course requirements and participation in Ph.D. committees; iv) be the primary contact for student inquires and staff support,

 

 

2. Executive Committee

 

 

(a) The Executive Committee will consist of five members appointed by the Director of the Graduate Interdisciplinary Programs to staggered Five-year terms (one appointment per year), from a slate proposed by the Executive Committee. The Executive Committee will solicit nominations from the entire Committee on Global Change. Membership in the Executive Committee should reflect the breadth of backgrounds and units represented by the membership of the Committee on Global Change and ISPE. Upon completing a full five-year term, a member of the Executive Committee should not be reappointed to another consecutive five-year term. At least one member of the Executive Committee should also be a member of the ISPE Executive Committee.

 

(b) The Executive Committee is responsible for administering the Ph.D. minor, including:

        i. establishing requirements for the Ph.D. minor,

        ii. evaluating and approving case-by-case requests for waivers to the requirements;

        iii. arranging for the offering of any colloquium in global change that is a required part of the minor,

        iv. preparing and making available current information to students regarding program requirements and faculty involved;

v. facilitating communication within the Committee on Global Change, with ISPE and supporting academic unit heads and deans;

vi. helping to match students with appropriate faculty members to serve as the minor advisor and as members of qualifying, preliminary and 6nal examination committees;

vii. recruiting faculty to serve as members of the Committee on Global Change;

vii. establishing any ad hoc committee needed to ensure operation of the program; and

ix. carrying out of appropriate reviews of the program and membership.

The Executive Committee will undertake an annual review of all regular Committee on Global Change faculty members, as required by the Provost and the Director of the Graduate Interdisciplinary Programs  beginning with the 1999 reporting year. The purpose of this annual review is to document and acknowledge efforts of the faculty of behalf of the Global Change Program. The form that will be used to conduct the annual review is included as an attachment to these by-laws.

 

Article IL Membership in the Committee on Global Change

 

                The Committee on Global Change consists of faculty at the University of Arizona who are eligible to serve as minor representatives on Ph.D. committees.

 

 

1. Membership Criteria

 

 

(a) Faculty shall be nominated for membership in the Committee on Global Change by submitting a request for membership and a current curriculum vita to the Executive Committee. A four-fifths majority of positive votes of the Executive Committee shall be required for nomination to membership to the Director of the Graduate Interdisciplinary Programs, who shall confer membership. Important criteria for membership shall include participation in interdisciplinary global change activities at the University of Arizona and/or demonstrated current scholarly activity in the general area of global change or Earth system science.

 

(b) Appointments to the Committee on Global Change shall be for five years. At least once each year the Executive Committee shall review those members whose five-year term is about to expire, and either notify the person that they are being asked to leave the Committee on Global Change or notify the person that they will be recommended for reappointment Members who participate in the Executive Committee, other ad hoc committees, or who serve as minor representatives on Ph.D. committees should normally be reappointed Those who do not participate in these activities should be dropped from the Committee on Global Change.

 

(c) Members dropped from membership may reapply for membership as outlined in Article II.A.

 

2. Responsibilities

 

 

(a) Members of the Committee on Global Change may serve as minor representatives on PhD committees for students taking the Ph.D. minor in Global Change. Representatives should become familiar with the requirements of the Ph.D. minor, and offer an appropriate perspective when serving on Ph.D. committees.

 

 

(b) Members of the Committee on Global Change shall serve when asked on ad hoc committees of the program.

 

 

(c) Each member of the Committee on Global Change shall have one vote on matters brought to the Committee by the Executive Committee. A quorum shall constitute one-third of the membership.

 

 

Article III. Amendments

 

                The Bylaws shall be amended or revised by movement of the Executive Committee and a two- thirds vote of the Committee on Global Change.
